At what age is it inappropriate for fathers to apply suntan lotion on their kids

Went to Henderson Beach today here in Destin. I am thankful to have the opportunity to live across the street from this wonderful, no developed beach.
I visit the beach every weekend during the warm months and have seen a lot of weird shite with tourists.
However, today was just bizarre and extremely uncomfortable to watch.
A family walks up - Fat dad, somewhat fat wife, their 16-17 year old daughter and one of the daughter's friends. I could tell they were in High School because they were wearing some kind of High School Shirt.
So, as I am observing people I noticed that the dad literally sat there for 20 fricking minutes rubbing Suntan lotion on his daughter.
First, it was SPRAY Suntan stuff (not lotion) - All you have to do is spray the shite on.
Next, it was like he was giving her a fricking massage between her legs, close to the vaginal section, on the butt, etc.
It was the grossest thing I have ever watched. The old sick pervert was sitting there caressing his high school girl's mid section. This took place for minimum 20 minutes
He touched and messaged every part of this high school girl's body in front of the entire beach and it lasted forever.

Ok maybe the mother could've handled that part, but if the mother isn't there then I don't see a problem. I mean he did wipe her arse when she was a baby

I still ask my dad to get my back when we go fishing and I get his. Never had problem with it.

my daughter's 25(no pics,), if she asked me to put lotion on her back and shoulders, I would, the weird thing is, she's got a huge rack, and my wife keeps saying "look how big her boobs have gotten," and I just say "creeper alert"

and to the question about the friend - NO, he did not apply lotion to his daughter's friend
Look, I have no problem with the back and shite but this was WAY fricking beyond that. I am pretty confident that the girl could have sprayed her fricking inner thighs and rubbed it in by herself and would not have needed a grown man to do that for her.

Maybe they've pampered her all her life. Maybe she asked him too. Regardless, if those perverted thoughts weren't going through his mind, it wouldn't be an issue. Why is this guy staring at a teenager getting rubbed down for 20 minutes in the first place?

I think it's rather inappropriate. If my teenage daughter wants me to apply suntan lotion on her body, she's getting the spray and her friend can do the rest. It is weird.

meh, families are different, I've seen grown arse women sit on their mom's lap, some kids are over doted on, and get used to it
