How did the IRS emails disappear?

I know this post title seems remarkably simple-minded, but I'm actually curious how anyone can explain this barring intentional misconduct.
To start, there are two copies of every email - one for the sender and one for the recipient. Secondly, the IRS is almost definitely backing up their data, and if you're important enough to receive an email from a top IRS official, you too are probably working at an organization whose data is so critical that backup is required. Finally, any hosting provider at either of the two original sites or the two backup sites may, under legal compulsion, also be able to access the files.
This is the kind of issue that should unite left and right in outrage against a corrupt government. Period.

Are there any experts in forensics on this board. You can't tell me there's no way to recover those e- mails. That crap wouldn't fly in divorce court.

I still think the time is perfect for a young, enterprising Republican to write a formal letter to the NSA requesting the emails and then release the letter to the public.

I don't know the answer but I have worked on heavily bureaucratic jobs such as military/government contracting so I'll give it a shot.
a.) They don't want you to keep emails. My company, for example, only keeps emails for 3 months. It's up the the employees to archive emails.
Their stated reason: free up disc space. The truth: That's complete bull shite. "Disc space" hasn't been a problem since the 90s (at least for the type of large organizations like the IRS and the large military contractor I work for). The bottom line is plausible deniability . They want to purge them as fast as possible.
b.) government machines are sometimes crap. I believe the "my computer crashed story" b/c it happens frequently. Mine has crashed before.
c.) government machines often have layers upon layers of encryption running on them as well as tons of antivirus/anti-hacking software. It's easy for them to crap out.
d.) if an IT staff of one of these organizations thinks there is the slightest possibility of some sort of infection...it's gone. They don't try to fix/work around the potential infection. You just get a new machine. Your old one is gone forever.
All that said: This is still a complete clustercuss b/c it's the freaking IRS. It's inexcusable for the leadership to not have had a better system of backing up emails. Again, it's the IRS. Can you imagine what they would say if you told them "I scanned all my receipts and my computer crashed". They would say "tough shite."
I don't think Obama or someone from his administration "ordered this" or anything like that, but I do think they should be held accountable for a massive systematic failure. Congress should conduct a serious/full blown investigation to figure out what happened.

They were intentionally deleted and affirmative steps were taken to not recover available backups.
