Is there a hierarchy to the admins?

Scruffy gets that Chicken and Circus Child are essentially the Holy Trinity, but how are the other admins ranked?
Ice Cold seems like the type to steal power and wouldn't stand for being ranked beneath anyone but the gods.
Rummy seems like a pushover.
Scruffy doesn't really know much about Fred, but he seems like he is a nice guy.
What's the hierarchy to the admins? Feel free to chime in, oh mighty board stalkers.
