TSA officer with a dog at Hobby Airport near terminal entrance

Has anyone seen this at other airports? I've seen it twice flying from Houston back home. As passengers enter the security checkpoint, he has the dog get within about 5 feet of their luggage then backs him off. He does this for about 5 minutes then gives the dog a break.
The dog is sniffing for drugs I assume? What other reason would he be there?
Seems kinda fricked up unless there is a proper explanation what's going on at the time.

They had some at baggage claim in Houston last time I was there, in the international terminal.

The dogs can smell large amounts of cash too. While probably not their main target, there would be some questions that needed answering if you were traveling with over 10K perfectly wrapped up.

I can't wait for the dog to bite someone and a court grant it qualified immunity because it's an "officer"
