Arrow Season 3 getting new characters

none of those sound like Dick Grayson...unless they take very loose liberties with "Daniel" being Dick.

Yeah the first one sounds like it could be. His back story is Batman to a T. Could be used as Dicks

The first one is Blue Beetle. They already showed a Kord Industries easter egg last season during the clock king episode.

They've had multiple mentions of Kord Industries and Ted Kord.
The original Blue Beetle was Dan Garrett, FWIW.

I hope they threw out a fake name, and it is really Ted Kord. That would be pretty cool.
I doubt it is Dick Grayson, since whoever it is is suppose to be a tech entrepreneur. In the comics Dick is basically has trust fund and owns a circus.
ETA: Heck, I didn't even think of Dan Garrit. That works as well, although Garrett had some super powers.

Ted Kord was first mentioned in a flashbacks scene where Ollie's parents were discussing going to a charity event and complaining about "Ted Kord" giving one of his boring speeches. This doesn't rule out a Blue Beetle but I would think it would put Ted at an older age. It doesn't rule out his having a son named Ted.
But I'd think that if DC was going to go the Blue Beetle route, they'd use the Latino kid that was in the Brave & The Bold cartoon and that was slated for his own CW series a few years back.
But... now that they're saying "no powers" on the Green Arrow series, the Ted Kord non-powered Beetle would be the one to run with.

That one is puzzling. His description says that on top of that, he's also "very much a physical match for the Arrow." I can't think of a character that takes control over people by draining their will power, and who is also a physical match for Oliver.

Yep, since they are going to be in the flashbacks, hopefully they are building up an origin story for a character that enters the current timeline by next season (like they did with Slade).

Who, Jamie Reyes? I don't think I'm that familiar with that character.

They said that when they first started the Arrow series, but after the mirikuru story line, and the upcoming Flash series, is the no super powers deal still in play?
They could change the scarab into just a piece of technology that was created by Kord Industries, and not have it be the alien weapon that it is in the comics. But even that may be costly from a special effects standpoint.

The only people I can think of that fits the description of the second character are from Batman like Mad Hatter, Scarecrow, Anarky.

They've been saying that with Season 3 they're looking to push the superpowered storylines to Flash and the non-powered storylines to Arrow. I doubt it will be 100%, but they're saying it's their goal.

Been meaning to ask this, but during the episode with the suicide squad there is a character they just showed just a brief glimpse of the back and a laugh or something..

Yes. It was. I think it was just a throw-away gag with her offering her counseling services to Diggle and his wife. But it was supposed to be Harley.
