If you're talking about which carrier, then TMob. It comes free with their plans starting at like $60.

If you have and Android phone, just download 'Wifi tether router'. No need for a plan

Tmobile has the best prices and are unlimited. You just get throttled to 2g after you go over your plan data amount. 2G is usually a little better than dial up and barely unusable, but it's better than nothing in case of an emergency.

$20 3G
$30 5G
$50 7G
$60 9G
$70 11G
$80 13G
Rooting and tethering is also a great option, just be careful because it's not unheard of for carries to terminate service for abusing it(It would probably take a lot to get your service terminated).
