Desoto shot two arrows, striking Nyla in the back. The dog died slowly, likely suffering, the deputy noted.

Desoto then drove to West Jefferson Medical Center, 1101 Medical Center Blvd., Marrero where his wife had taken their son for treatment, according to the report. Once there, Desoto became angry after spotting a 19-year-old man whose saggy pants exposed his underwear.

Desoto, who felt the exposure was disrespectful to his family, yelled at the man and told him to pull up his pants, the report said. The two exchanged heated words. It's not clear how that first encounter ended, but the man left the hospital with his girlfriend.

A short time later, the man returned so that his girlfriend could correct a paperwork error. He sat in his car in the hospital parking lot while she went inside. That's when Desoto walked up to the car, again yelling at the man, according to the report.

Desoto knocked on the man's window and asked if he was the person with whom he'd had the earlier argument. When the man confirmed his identity, Desoto reached into the car and pepper sprayed the man, the report said.

Putting the dog down...ok cool...would have done the same.

Pepper spraying the dude for sagging....not his business. Lucky he didn't get shot.
