Why aren't Ireland, Austria, and Sweden members of NATO?

What politics drive these seemingly strange omissions?

Ireland has long held a position of international neutrality. Although they do allow their citizens to fight for other countries.

That is true. About 10 years ago Ireland apologized for their war time policy that restricted, if not prohibited, Jewish immigration.
