Best way to gets seeds growing at home

So I want to plant some Basil on my balcony this summer, and wanted to do it from seed. Problem is 1)I live in a 1 br high rise apartment. 2) I live in Chiberia and last frost isn't until May 15.
Growing up my mom used Peat Pellets under a grow light in the basement. Is this my best bet? I have a window that gets a TON of sunlight I can put them in front of.
Any other suggestions?

Why do you have to grow it from seed? You can buy a starter plant for like $2...

Hahaha, I guess I could buy a starter plant, but I also like the idea of growing them from seed, I have a couple more hard to get varieties of Basil that I might not find at my local garden store.

Basil will grow inside as long as it gets plenty of sunlight through a window. Inside it won't freeze
Your best bet is to start it in some planter soil in a small clear plastic cup. There are instructions all over the internet for homemade planters like this. Some say to keep a cap on it for the first part of germination to keep moisture levels high (or a cellophane cover).
ETA:
once it grows a solid root system move the plant to a bigger pot and keep in the sun and water daily.

Just spend the $2 on the starter plant and you will have plentiful basil in like 2 weeks.

I've started seeds from a damp napkin, folded up with the seeds buried inside. They need fairly constant temps when they're getting started. Peek at them every other day or so until you see the roots sprouting, then you can move them to a small cup of soil, that drains well. Put them in a window until they're sprouted and established and your weather stabilizes.
