It can all be explained by political cravenness. Go back and look at the knock-down, drag-out battle that Truman had with George Marshall over Israel. The generals and the State Department realized that by supporting the creation of Israel, Truman was about to put an albatross around the neck of America, but Truman did so anyway, admitting that his only concern was Jewish support in the upcoming election.

For years, the USA bribed both Israel and Egypt in order to keep the peace. Egypt used to get (not sure about this year) almost as much aid as Israel.

Kind of gives you an idea of just how much is being profited from that region.
Do you think the average tax-paying citizen will see any of it or are we here just to foot the bill?

I wouldn't quite characterize it this way. We have definitely bribed Egypt to keep the peace with Israel, but our financial support for Israel is unconditional, no matter how much war they make. During the 1980's, Reagan had some major fallouts with Israel over the bombing of Iraq and the invasion of Lebanon, but the money kept flowing. The only President who was bold enough to hit Israel in its pocketbook was Bush 41, when he withheld money for Yitshak Shamir's insubordination over the issue of settlements.
