List of proposed NFL Rule Changes(13) & Bylaws(7)

RULE CHANGE PROPOSALS

1. Move kickoffs to the 40-yard line.

Reason: Player safety and historic consistency.

2. Subject personal foul penalties to instant replay review.

Reason: Competitive fairness and integrity of the game.

3. Eliminates overtime periods in preseason games.

Reason: Player safety.

4. Extends the uprights an additional five feet above the cross bar.

Reason: Currently a definitive ruling cannot be made on many field goal attempts that cross over the top of the uprights.

5. Moves the line of scrimmage for PAT kicks to the defensive team's 25-yard line.

Reason: Makes the PAT kick a more competitive play.

6. Puts fixed cameras on all boundary lines.

Reason: Guarantees coverage along these lines regardless of where network cameras are positioned.

7. Permits a coach to challenge any officials' decision except scoring plays and turnovers.

Reason: More extensive use of instant replay system.

8. Makes rolling up on the side of the leg(s) of a defender illegal.

Reason: Player safety.

9. Allows Referee to consult with members of the NFL officiating department during replay reviews.

Reason: Improves consistency and accuracy in replay decisions, and shortens time for a review.

10. Re-organize the rules about what can be reviewed and what cannot be reviewed, including making the recovery of a loose ball in the field of play reviewable.

Reason: Allows the instant replay system to correct an officiating error.

11. Game clock will remain running after a quarterback sack outside two minutes of either half.

Reason: Officiating consistency.

12. The restriction on pass interference will apply when the action takes place anywhere beyond the line of scrimmage, instead of more than one yard beyond the line of scrimmage.

Reason: Current rule provides offense unfair advantage.

13. Changes spot of enforcement for defensive fouls committed behind the line of scrimmage to the previous spot. Also changes spot of enforcement for defensive fouls committed during a running play before a change of possession, and for fouls committed by the receiving team during post- possession plays.

Reason: Simplifies penalty enforcement.

BYLAW PROPOSALS

1. Increases number of active list players for regular season games played on a day other than Sunday or Monday (excluding the opening weekend of the season).

Reason: Player safety.

2. Raises the practice squad limit from eight to 10 players.

Reason: Player safety.

3. Permits clubs to trade players prior to the start of the league year.

Reason: Gives players under contract for the upcoming year an opportunity to earn their current contract rather than being terminated.

4. Eliminates the cutdown to 75 active players. Proposes 90 to 53 cutdown.

Reason: Player safety and development.

5. Permits more than one player to return to the Active List from the club's Reserve/Injured List.

Reason: Current rule is unnecessarily restrictive.

6. Permits each club to time and test at its facility 10 players who attended the league-wide Combine. Also permits clubs to attend any timing and testing session at another club's facility that involves three or more draft-eligible players.

Reason: Clubs in some metropolitan areas have limited opportunity to time and test draft-eligible players at their facility.

7. Adjusts the time of the roster reduction to 53 players to 4 p.m., New York time, on the Saturday of the fourth preseason week in years when there are no games scheduled for that Friday.

Reason: Provides teams more time to evaluate players for whom waivers have been requested at the final roster reduction.

RESOLUTION

1. Permits home team to open a closed roof and/or wall at halftime.

Reason: Fan engagement.

This is another step towards eliminating kickoffs. Damn near every kick would be a touchback. I hope this doesn't pass.

That's pretty much the case now. Hell, this might make it more dangerous because teams will be more likely to attempt an onside kick.

Nobody would be able to find a new team because nobody would be cut until 5 days before the first game.

Why even kick off at all if from the 40? Just to allow the hopes of recovering an onside kick? Hell, teams will end up attempting even more onside kicks since a failed attempt doesn't automatically put the other team in field goal range. Some of the hardest hits come from the onside kick too, and will lead to even more injuries. Makes sense.

I'm against this, if they are going to charge you full price, to see backups play, at least give me a winner. interesting that the NFL says playing a sudden death OT with players that probably won't see much time if any on the field, is in the interest of player safety. Then the commish wants to expand to an 18 game regular season.
