One partner has been HIV+ for six years and the two of them think rough sex that causes bleeding and other blood contact is a-ok, especially when the HIV+ partner stopped taking her meds and stopped going to followups? All while knowing full well that the antiretroviral meds serve to keep the viral load low and thus significantly DECREASE the chance of infecting a partner while going off them INCREASES the chance of infecting a partner?

It sounds like the non-infected partner wanted to be infected - that kind of thing isn't completely unheard of as people get stupid about wanting to die with their partner or go through what they're going through. And for this to have occurred during sex it would almost have to involve one partner making sure they had an open wound of some kind an intentionally exposing herself to the blood of the infected partner. They may deny drug use but a shared needle or even some messed up blood bonding (like blood brothers) is more likely than this story unless they were trying to infect the other.
