The U.S. and Europe on Monday would then unite to impose sanctions on Russia, Kerry told a Senate Appropriations subcommittee Thursday during a hearing on the State Department's budget.

“There will be a response of some kind to the referendum itself,” Kerry said. “If there is no sign [from Russia] of any capacity to respond to this issue ... there will be a very serious series of steps on Monday.”
Never give an ultimatum that you are not willing to follow through with.

Talks between U.S. Secretary of State John F. Kerry and Russian Foreign Minister Sergei Lavrov over the crisis in Ukraine reached an apparent impasse Friday, with Lavrov indicating afterward that the two had reached no “common vision” and Kerry saying that Moscow is determined to let a Crimean secession vote go ahead.
quote:

Kerry told reporters that after six hours of talks with Lavrov, “the foreign minister made it clear that President [Vladimir] Putin is not prepared to make any decision regarding Ukraine until after the referendum on Sunday.” He referred to a Crimean vote on independence, which Crimean officials have said would be a prelude to joining the Russian Federation.

Kerry warned that “there will be consequences if Russia does not find a way to change course.” And he said there would be “an even greater response” if Russia were to “threaten the Ukrainian people,” such as by sending forces into eastern Ukraine.

Got to believe Putin anticipated these "very serious series of steps" and made his move regardless. Don't think he's going to break weak over the weekend.

If several countries decide to impose economic sactions on them, they will begin to give a shite after a while. Their economy ain't so great.

Russia’s Defense Ministry announced new military operations in several regions near the Ukrainian border on Thursday, even as Chancellor Angela Merkel of Germany warned the Kremlin to abandon the politics of the 19th and 20th centuries or face diplomatic and economic retaliation from a united Europe.

I need to be more specific.

Russia has the means to do something about sanctions; go to war or, like has already been alluded to, stop the flow of energy to Europe.

sanctions really only work against countries with no recourse.

Not a red line, you can't erase a red line. It's a line in the sand, one that can covered and re-drawn at a later date.

China's top envoy to Germany has warned the West against punishing Russia with sanctions for its intervention in Ukraine, saying such measures could lead to a dangerous chain reaction that would be difficult to control. In an interview with Reuters days before the European Union is threatening to impose its first sanctions on Russia since the Cold War, ambassador Shi Mingde issued the strongest warning against such measures by any top Chinese official to date.

Going to be interesting to see how this plays out. Just how dependent is Europe on Russian natural gas? CNN Money puts it in perspective: LINK
