Removing prop from outboard engine

Anybody got a tip for a rookie do it yourselfer? trying to remove my dented prop to get it reworked. I'm stuck at step one. Can't get the f'ing cotter pin to come out. I've straightened the tabs best I could. Tried grabbing the loop with needle nose pliers and tapping pliers with hammer. The pin rotates, just wont back out.

Do you have access to a welder? If so, I'll draw up a tool that you can easily make.

Go get some stubbed nose wire cutters from the depot.

Grab the legs of the cotter pin in a set of needle nose pliers and hammer it out. Light blows so it doesn't bend

Cut the pin at the eye in half then pull one piece at a time.
