The NFL designated him as a TE. A grievance will be filed, and it'll go to a third party arbitrator.

Yeah, the NFL won't tamper at all. Politically, they ave the arb. say he's a WR and the league office gets to avoid taking a difficult position against a team it hates.

Why would the NFL office (who works for the owners) tamper to inflate the TE market?

Right because the league and owners want to set a precedent of paying guys MORE.
