I think it's pretty clear that since Ukraine is going through political turmoil that Putin saw that the Crimea was ripe for the taking.
Couple that with the fact that Syria happened, and boom there yah go.
It wasn't JUST a big middle finger to Obama, Kerry, et al but it certainly wasn't the deterrent that the US should be.

Kerry spent his entire Congressional career without ever finding a single DOD bill that he couldn't vote for in support/or against in the end. It is said that great minds think alike. I've only been in the Army 12 years, but you're right I have no place to question why Bush was in a training flight slot during the biggest war of his generation.
