Maybe. Though Reagan was also fascinated with the idea of an alien invasion uniting the world. It was actually a key point to one of his major speeches.

That Reagan speech - you know he made it the same time that the Watchmen graphic novel was published...maybe even after...but that was the villan's master plan - to unite the world in the face of a (faked) alien invasion.
Not that Reagan was a bad guy, I think it's cool one of his staff writers borrowed the idea...or maybe he did himself.
