I have minimal knowledge but I think you have to root. ATT locks that down anyways.

I downloaded foxFi and it's working
Can vzw tell if I am tethering besides a spike in data use?

"Portable Wi-Fi" works like a charm for me. I haven't paid for internet service for two years. Sprint FTW!

What phone doesn't do this for free stock?

There are some very easy rooting tools out there. I rooted in 5 minutes and finally found a good tool for enabling tether that took a few more minutes (after hours of searching).
What version of android are you using? What service provider?
ETA: just saw your post about foxFi. I'm not sure if it is a verizon vs ATT or the version of android, but I would not upgrade the OS anytime soon if you want to use foxFi 4.3 (i think, I am new to the android OS so just starting to learn its naughty details).

I used to use Foxfi...did for almost 2 years without problems using my phone as a wireless hotspot, but somehow AT&T found out and started sending my texts and emails and regular mail telling me if I didn't stop they'd automatically opt me in to a tethering plan and cancel my unlimited data plan that I'm still grandfathered in to. Oh well

I use the stock Android tethering in settings.
But I'm also on Android 4.2.2 on a Nexus 5 on straight talk so they can't opt me in to a tethering plan or threaten to remove unlimited data as it's standard.

AT&T.
I tried T-Mobile last month but blah, pretty mediocre. Back to AT&T this month and for the foreseeable future.

4.4 update breaks foxfi, so if you use it do not upgrade

Nah I use stock tethering.

Does not fly on ATT with unlimited data unless using a Nexus device.

Do you have to install foxfi on both phone and second device for it to work?

Warning: DO NOT use foxfi on an Iphone for those lurking. AT&T WILL find out and either charge you for a tethering package or cancel your unlimited internet....or most likely both . The wife got busted...but I'm still going strong on my S3.
