Does the 15yd penalty on kickoff matter anymore?

Most kickers get it in the end zone for a touchback anyway. Why not enforce it from the spot of the return?

Yes. It's huge when it backs the kicker up and not forward.

Didn't you just see why it matters? Kick it short and pin them inside the 15

It was just my initial thought. Seemed outdated once they moved the kickoff

Yes, it's almost useless now. They should tack the 15 yards on after the kickoff.
I also think half the distance to the goal penalties are BS. If you get a 15 yard penalty on the 19, the ball gets put on the 4. But if you get it on the 14, the ball is put on the 7. Screw that, it should be put on the 1, not 7.
