Call Winchester. They are usually pretty good with service.
I've used plenty of those with no FTF. Although none recently. The craze may have caused them to skimp on quality.

This is from a case my dad bought a couple years ago. Looked like chunked up powder rolling out the end on the second on. Hull did not detach from brass but it was like there was no power only primer

As far as low cost steel shot goes, I've always had better results with Federal blue box.

Thats what i shoot also. 16 bucks a box but packs a decent punch. By them by the case on rogers
