If you have tickets in the upper bowl, can you still walk into the lower bowl area of TS?

On the home side, late in the game, take the elevator down and walk in. Not sure on the east side.

West Side yes -- elevator or ramp down to ground level and you can enter the lower bowl.
East side no -- they are not connected... you ramp or escalator down from upper -- but you are outside the entrance gates for lower east side.
