My brother and I were talking who was more ruthless. Granted I know they operate on different scales (one in the drug business; the other basically rules half the known world). Who you got?
I could argue it both ways but based upon ruthlessness I got Tywin.

Tywin is a lot more cold and calculating with it. Walter is more emotionally charged and crazy.
