I meant it could have meant both ways. I think it was an incomplete pass.

They let it stand because he kept his hand under it the whole time even though the ball shifted. I think they also would have said "play stands" if they had called it incomplete. Even if you think it was a bad call, it wasn't 4th and 4 with the game on the line.
