I no longer have access to my email account that I signed up with, so I may have missed this update in the Premium Member Newsletter. Guessing the like button will finally serve a purpose. When was this implemented and will this be on all boards???

No, this is just another form of Tigerdropping's crony capitalism. You will see in that thread that the "Top Reply" only had two likes and there were multiple comments on that same page with more likes.
This is just a way for the TD mods to promote posters they are friends with. So, if some noob gets a sticky for being first, they can just promote one of their cronies to the top post.
