I think this is an index of marketing appeal to Americans that may have British or other foreign celebrities, rather than a list of global appeal. The "about" on their website talks about a domestic consumer research panel.

MARKETABILITY =/= NEWSWORTHY
I'M TALKING TO YOU, ESPN!
That's the problem with the media in general, and ESPN in particular. Golf is only newsworthy when Tiger wins. Racing is only newsworthy if Danica is racing. Baseball is only newsworthy if it happens to the Yankees or Red Sox. College football is more newsworthy if it happens to Notre Dame or Michigan. And so on.
