I don't think the NFL would allow it. Considering two teams play home games in the state. Only Vegas.

Nope only Nevada, Montana, Delaware, and Oregon are exempt from the Federal law.

ETA Delaware tried it but think federal court said they had to do the same thing they did in the 70's so they missed their chance at doing it Vegas style. Same thing might apply to Montana and Oregon

When these Federal Courts deny things like this don't they have to write an opinion? Anybody know why a sportsbook would be denied?

In Delaware I think the Fed. Ct. said the state was only allowed to do the type of sports betting that was allowed before the fed law passed, which in DW's case was parlays and only on the NFL.
