The lack of muscle tone is bothersome. If he has been lifting weights all summer you would expect to see a little more definition.

Actually, you might look for size / general shape, but tone doesn't mean anything. You want an offensive lineman to have low body fat? That's great... lets restrict his calorie intake and protein intake and therefore hinder actual muscle size and strength gains so that he'll "appear" more muscular. I've seen plenty of guys 220lbs that are farely ripped who might bench 350 APPEAR "bigger" than actually bigger guys who bench 450-500 all because they have a higher body fat.
Body fat is not bad at all for non-back positions. Almost always, it's more beneficial to not restrict muscle gain and have to carry a little more flab, than to "appear bigger".
This might shock you, but the same holds true in many cases even with 40 yard dash times. Ofcourse there's a limit for each argument, but for kids 18-25 years old, you always assume growth potential will benefit most from total weight.
