I've been around high dollar homes that used the in ground shut-off, but that's a pain in the event you have some type of emergency. I'd either find the one you have or install one.

Our cut-off valve is in the bedroom closet nearest the meter. Just to kind of give you a reference.

Look real good between the meter and the house. Grass may have grown over it. Happened at my neighbors house. You should have a shut off near at the water inlet to the water heater no?

Yes, that's the valve that leaks when closed, the one I wanted to replace.

I'll look again for a main shutoff, but don't think it exists.

Sorry missed thats part.

Poke around near the water meter with a screw driver.... you may find a shut off.
