I always use shiners and they usually work well. Im sure some of the other guys here will have some good advice for an artificial bait approach.

First off, use a lite fishing line. Try to stay around 4lb test. Very lite tackle is a big key. Get some jigheads in different weights, anywere from 1/48 to 1/16 oz. I like the flat type heads. They give a bit more action. The bad side is that they twist your line. Tube jigs, buy a bunch of different colors. They are cheap. Corks. Buy unweighted ones that clip on. Stay a small as you can. It will give you more action working the jig.
Now fishing for them. Riged with a cork, set the bait anywere from 12" to as deep as 24". Look for trees that are down in the water from the bank and look at the main trunk of the tree. Cast on the side of said trunk, reel in slow, stopping, and popping it in. Just like you were fishing for trout. Don't not set the hook. Just reel in fast once you get a hit or you will pull it out there mouth.
Once it gets hot later in the summer, the fish will be going deep. They will be anywere from 4' to as much as 20'. It all depends on how deep the waterway you are fishing. This is were a sounder unit comes into play. That will help you locate shite in the water off the bottom. Once you find crap. Drop your jig down to it without a cork and just jerk it up and let it free fall down. Watch your line, the fish will hit it on the way down and you will see slack in your line, fish on.
They are other ways of catching them. You just have to get out there and try different things. Using lite tackle, you will loose a lot of jigheads, but they are cheap. If and when you do find one, they do school together. Keep working the same spot. If you snag, chances are you will spook them. Move on, but come back later to the same spot, but don't drop down as deep.
Now, you want me to put them in the boat for you?

Add beer and it can happen.

Call them White Perch or Presidential perch. They like it better that way.

Exactly. They hate being called sacalait. One of their coonass cousins started calling them that years ago and it just stuck. They much prefer being called white perch.

Get some of these in the small size
If you have ever seen your jig twirling in circles as you jig upward your line is twisted. The link above solves this problem. Plus it gives your jig a little more life like action. I am a firm believer in these things. Not to mention you can change jig heads in a hurry.

I've caught plenty using a simple H&H spinner.

A zebco 33 is needed as well

I usually don't go out looking for perch but I will bring my ultralite spincast rig along. I had some success on bayou desiard a few months back with a really light beetle spin. You can swap off the standard white body for a black jig with chart triple tail for some more action. I've never been much of a jig fisherman but I suppose I could rig a slip cork.

Get some Crappie Nibbles. Just push it on to the hook of your tube jig. I'm a firm believer.
