Friend has a Yankee coming down late Feb. looking to fish that area or near inshore. Any recs would be appreciated as it would keep them due east of us.

Watch out for that yankee. He might just catch a bunch of redfish and decide to move here...

Bayou Charters and Silverside lodge in Hopedale. Lodge is nicer and they have a full kitchen.
Capt Jack Payne and Sweetwater lodge at Delacroix. Sweetwater is basically like a motel with no stove, just a fridge and sink.
Both should be able to put you on fish. You can't go wrong with either in my opinion.

If your Yankee friend is a real hardcore a-hole, then he may appreciate Frank Moore.

If your friend is a reasonable, intelligent, civilized human with any sense of decorum, then anyone but Frank Moore should do fine.

Tldr: Frank Moore is one of the Top 5 biggest assholes on planet earth.

Rory Rorrison is good too on that side. Capt. Kim is king on Delacroix side. Feb is generally a tuff month. It'll be a mixed box for sure.
