If I'm following you, you're theorizing that the deal for the rifles (not ammo) was in play prior to Sandy Hook? I'll answer a question with a question; If your theory is correct, don't you think that they would be shouting this info from the rooftops?

If this was the case they would have documents all over showing this that they would be parading around for sure.

Maybe they can't just yet b/c of wording in the contract?

I already made my decision earlier when they decided to stay, and get their "pay off," just playing a little devil's advocate for discussion purposes I guess.

Those kinds of contracts generally take years to get. So it's almost a certainty they were working on it prior to Sandy Hook. The question becomes the amount. That can be adjusted by the government easily.

True, and the amount of money that is ended up costing per rifle, was a little excessive IMO, so maybe that's what happened.

I don't think the negotiations can be made public though huh? For the sake of contract fairness in the future for other vendors?

LOL well the negotiations are actually supposed to be public with a public bid that they then win.

But the way that actually works is some guy from Remington writes the bid specs so they're the only one that can actually bid on it because he's been working this thing for years and hands it over to whatever purchasing agent he's been shmoozing who puts it up as the offer for bids practically verbatim.
