Question about LA boat and motor titles

I live in Houston and a buddy of mine here found a little john boat in Louisiana he was interested in buying. He texted the guy asking if he had the titles on boat, motor, and trailer. The guy's response was "title and registration on trailer, and wildlife and fisheries registration for boat. All up to date in my name." What exactly does this mean? Do you not need a title on the boat and motor in Louisiana to get it registered? My buddy asked me and I wasn't sure either. He figured it was a yes or no answer for each title.

We don't title boats or motors here, but the trailer will be. When you sell a boat you sign over the registration card.
I know some states title and register motors we don't.

Pretty sure LA started titling boats a couple of years ago.

You will have a title only if financed.

There was a title for my boat when I purchased it, but it was lost. It will say on the registration if the boat was ever titled. If it was EVER titled, you will need a title to transfer ownership. The owner had to fill out an application for a lost title, with a notarized letter, then gave it to me to turn in.

Exactly, look on your registration card and you will see "title". If it has a number it has been titled and will be needed for transfer of ownership for life.
