Planning Commission tasked with taking on shooting ranges, reception halls

At the request of Councilman Chandler Loupe, the Metro Council on Wednesday agreed to ask the Planning Commission to study possible changes to the Unified Development Code for the regulation of outdoor shooting ranges and reception venues in rural areas.

Loupe said his requests are based on separate inquiries about a possible trapshooting location along River Road and a wedding barn in his district.

The councilman said he had been in communication with Planning Director Frank Duke about the two inquiries prior to this week’s council meeting.

Duke suggested expanding the study to include subjecting all shooting ranges and reception hall venues to conditional use permits rather than rezoning individual tracts of land, Loupe said. The planning commissioner will establish criteria for a conditional use permits if an entity wants to establish a shooting range or reception venue in rural area, Loupe added. Duke did not speak on the two items at the meeting.

“Rather than rezoning a tracts property from C-AB-1 or C-AB-2, I’m going to suggest that we we go about it with conditional use permits that way the zoning change is not in perpetuity,” Loupe said. “If we change the zoning on a particular project by means of a conditional use permit we have more control over that property now and in the future.”

Nice. Coincidence this is coming up during the Hunters Run debacle?

BR deserves better clay shooting range.

I am sure this is in reference to either party looking for alternate locations, I would LOVE something nice, especially on this side of the river

As a business owner, the below quote is a HUGE red flag.

I read that as: "We know you spent a fortune building this really nice shooting range but some of the neighbors started complaining so we are going to revoke your permit and shut you down. So sorry."

Tell me if you read that differently because that is exactly what I am seeing.

This is why I have voted for Loup's opponent in every election (not that it did any good).

IIRC the Advocate quoted Loop a year or two ago as saying he didn't own any guns. He's not anti-gun, but certainly isn't pro-gun.

A conditional use permit cannot be revoked as longood as the business continues to operate. Once closed the conditional use would go away and a different user would have to apply for one. Don't get me wrong, it is still all about control. However, once approved they would be in the clear.

Loupe may not have guns but he has been on a dove hunt a couple times with some local constituents.
