Yeah I peeked at the sniper hide classifieds and seen several .308's and 6.5's for sale at or near my price range. This may turn into a ongoing project, not sure if I want to buy a ready to or build it. Start from scratch and put a little money in as we go along. I have a good friend from Mississippi that builds some custom guns. Thanks for all the responses and advice.

Well, you could just get a good Remington 700 with heavy varmint barrel and get a SWFA SS fixed scope to start with. That would be around 1k. To get more accurate, get a new barrel and stock, upgrade the trigger, get a bipod, upgrade optics (though the fixed scope is probably just as good in clarity as a higher priced variable) .....
