You keep linking revenue documents. My whole point is, those don't match the statutes.
Read the form you just linked. From that very form,

The form has the language on it

We get it, the statute hasn't been updated yet. That changes frickall when you go to WLF to get your registration.

It's black and white. You have to pay sales tax on private boat sales. The end.

You're trying to cast doubt on something by pointing out that the only statutes you can find haven't been updated. That accomplishes nothing besides proving you're right about something and making things more difficult.

I fail to understand your motivation but it doesn't change anything. The OP still has to pay sales tax on the hull before submitting registration.

For shits and giggles, see this list of the changes over the time periods discussed. The one that applies here is near the bottom of page 5. Some of the others are pretty ludicrous too.

It's not just boats that the tax applies to, it's all "Isolated or occasional sales of tangible personal
property," even the stuff you buy on craigslist... but they don't have an enforcement mechanism for that (i.e. LDWF registration)

Ultimately, though, the LDWF will not register your boat without proof of applicable taxes paid and that will likely be the driving factor for the op or most other people.

Question... FIL passed away, MIL has boat titled in her name in MS. She is giving me the boat. Is it better to just put a sales price/bill of sale rather than just gifting it to me? If it's gifted can the state just put an amount of what they think the boat is worth and tax me on it?

No idea if that will be handled the same as cars, but I just handled a donation of a vehicle between family members. No tax.

I just don't want those sum bitches to say well the boat is worth $8000 and then I have to pay taxes on that. Just assume pay 4% off of $500 or something.
