Guy at work had a dow with the same symptoms. His vet called it tick paralarysis.

Any ticks on the neck or spine?

Yeah, that's what our vet called it. If you wait too long it can get into the respiratory system and it's fatal. I had a thread a couple of days back about it. He gave her a shot, and she was better 3 hours later.
