I have already replaced a frayed wire and put a new spark plug in it. Fresh gas. But when I pull the cord it won't crank. Any ideas on where to begin?

Carburetor. If it hasn't run in quite awhile, the carb will need to be rebuilt. However, in a lot of small engines now it's actually cost efficient to replace a carb instead of rebuild.

Pull the recoil housing off and use some emery cloth on the magnets on the flywheel and coil. Shine them up. Then see if you've got spark. That's where you start.

My uncle said it ran great about this time last year. He borrowed it from my granddad to till for a garden. But grandpa passed away last April so thats why it hasn't run in a while. I don't think it is the carb.

Spray some ether in the carb

It's going to be spark or fuel related. Flywheel, coil, carb.

turn the engine over with the spark plug out but resting on the engine block to see if there is spark...

turn the engine over after spraying a little starting fluid in the carb to see if there is a fuel problem...

guarantee one of those is the problem...

Pull the air filter, spray a puff or 2 of starter fluid and pull. I almost guarantee it'll fire up for a second or 2. If it does, keep hitting it with a spray of fluid every couple seconds to keep it running. It will may or may not get it going on its own. But this has worked many times for me.

Oh, I'd dump the old gas and put fresh before doing this.
