How difficult is this to correct?

Bought a nice home a couple years ago, but the water valve/meter was installed to high up for some reason.

What are my options and who would be the ones to call? City issue?

Call a plumber? The actual valve has to be a certain depth, but the boxes don't IIRC

just dig it down if you can, had the same issue at the wifes old house and I did it myself. The only thing that would limit digging it down is the meter/line being shallower than the depth of that meter housing, but that housing ought to have groves to accommodate the water line. Just don't break the water line.

Exactly, that why I'm trying to figure who does that work on new homes so I can tell whoever did it to get over here and fix it.

I'll probably throw in a lie about one of my children falling on it or something to speed up the process

That belongs to the city/ water company. 95% sure they will move it on their dime . Call ans tell needs to be moved

This and you can cut the meter covers were the pipe passes thru. No big deal.
