To the OP, it's not a hard project, I changed both of mine earlier in the year, not only did the amount of hot water increase, but my energy bill dropped ~$30 from last year.

Someone already mentioned, but I had the exact same problem about a month ago. turned out to only be 1 of the thermostats. Should be able to put your hand on the top and bottom cover and tell if the elements are heating and isolate whether it's top or bottom.

But, like others have said, while you have it drained, go ahead and replace both elements and thermostats and you won't have to worry down the road.

The elements are not on at the same time. I spent an hour wiring and rewiring the elements until a quick google search revealed that

They are easy to change.

Anyone take a shower before you in the morning? Could just be a volume thing and it can't heat up more water in time for your shower after using it all on whoever would have taken a shower before.

Maybe so, but I sat there with the schematic and a meter checking voltage for an hour before I grabbed the laptop and google said that the two elements are never on at the same time. Closed everything up and have had no issues with the hot water.

Any chance this is a gas heater?

Good advice in here if electric. I'll add to go ahead and flush it if you have to drain it.
