Ive logged deer in way after 7 days and not received a ticket. That would be bull and would make people not even log them in if they forgot.

No because if you don't call the tag in for confirmation, then you can just go back to Walmart, say you lost your tags and have 6 more printed out for you. That's why you have 7 days and not an entire season to do it.

I've never thought to validate a deer kill in LA. I've completed tags when the deer are confirmed dead most of the times, just never have called them in.
