Commerce Department knew extending red snapper season would lead to overfishing

DAILY REPORT STAFF
October 9, 2017
Top Trump administration officials knew extending the red snapper fishing season in the Gulf of Mexico from three to 42 days this summer would lead to significant overfishing, internal memos show. But, as USA Today reports, they did it anyway.

In memos released in response to an environmental lawsuit, Commerce officials said the three-day season would be “devastating” to the recreational marine industry and the communities whose economies are tied to it.

An extension also would help solve a long-running dispute with states who have longer seasons and want control of red snapper management, they said.

“It would result in overfishing of the stock by six million pounds (40%), which will draw criticism from environmental groups and commercial fishermen,” Earl Comstock, director of Policy and Strategic Planning for Commerce, conceded in a June 1 memo to his boss, Secretary Wilbur Ross. “However, NMFS agrees that this stock could handle this level on a temporary basis.”

There was little opponents could do about it because the law governing federal fisheries—the Magnuson Stevens Act—prevents a judge from issuing a temporary restraining order, Comstock also noted.

“Your action would remain in effect for at least 45 days before a court could act,” he said.

Ross announced the extension two weeks later.

It's only overfishing if the bar is set low. And believe me, the bar is set low.

They make way more money out of the permits and resale of the snapper from commercial fisherman than they do off of us rec guys. Doesn’t make it suck any less, just the way it is and the way it’s gonna be.

Based on NMFS's stock assessment, a 4 day season would have led to overfishing. The method they use to determine what poundage constitutes a good quota has been the issue for a decade now. They claimed recreational exceeded quota during a 9 day season that averaged 8 foot seas a couple years ago. They dictate what constitutes overfishing based on who is willing to send lawyers to annoy the piss out of them.

I'm not familiar with the in's and out's of this but, from what it sounds like to me, the govt is essentially saying that commercial fisherman have the exclusive rights to snapper and only allow the general public to harvest if they say it's ok.

That doesn't seem very fair when regular fisherman have to make the sacrifice so commercial fisherman don't have to share the problem.

We have an abundance of snapper currently in the gulf and we will continue to have an abundance after this season.

I have never, and would never, order Red Snapper at a restaurant.

It probably wouldn't even be Red Snapper if I did.

The commercial sector can go the frick to hell, and take the charter boats with them.

Does anyone really care when the season is anymore?

Asking for a friend.

Some people just repeat what they hear from others and have no idea what they are talking about

I will say this. The public reefs nearshore (10-18) in Alabama get wiped clean every snapper season. It takes a while but they do replenish. It’s frustrating too because I’ve seen commercial guys on public reefs out of season. Such fricking bullshite.

Either the federal government doesn't know what they are doing or our LA biologist are bad at estimating counts. I believe it is the former. I answered the LA Creel survey 4 times this summer. Never got one from the feds. Here is Louisiana's stock assessment:

The extended federal red snapper season that closed on Labor Day ended with more than 100,000 pounds still on the table before Louisiana’s self-imposed snapper quota is reached — leaving the potential of a fall state season a distinct possibility.

According to the Louisiana Department of Wildlife and Fisheries’ LA Creel program, which measured the offshore catch near real-time, anglers caught more than 936,000 pounds of red snapper during the extended season.

That opens the door for a possible fall season, with almost 108,000 pounds that could be caught before Louisiana’s 1.04 million pound quota is reached.

The fishery is drastically overfished in shallow water, that cannot be argued.

I have no personal stock assessment neither does that poster that is the point. Hearing from a few fishermen there are snapper everywhere and repeating the message without knowledge is foolish
