2x4 bracing if you are worried.

Pour the concrete into the hole, no need to remove the water.

Get a good collar and a line and tie that dog up so you don't have to rush.

don't do that, it makes the concrete weaker. bail water, pour concrete in dry, tamp it with a stick/dowel to remove air/fluff. a stiff slow set-up is always stronger (insert whatever joke you want)

It's a wooden fence post not a airport runway, it's not going to make a big difference if the compressive strength is lower. You really only want the deadweight and concrete is the easiest and least expensive option.
