You should go to the police jurors convention. It's a whole lot worse because they were elected. The black caucus moved their meeting at 8am in one of the reserved hotel meeting rooms, to 11am at Acme Oyster House. You pretty much paid for them to have a nice lunch at Acme.

Every single government agency, government contractor, and government official does it. I doubt anyone besides the taxpayers care, and not a damn thing will be done about it. Also, contractors rarely come in under budget

We use to do this when I was active duty Army and worked in a hospital. It we didn't spend our allotted money each fiscal year our regional command would cut funding the next year. It got to the point where our budget department would tell my maintenance shop that we had $15K-20K to spend on new equipment/tools in the next few days or we'd lose it. We did it in the early 90's and they were still doing it when I retired in 2012. It's nothing new.

BJ made a big media splash when he cut the number of State vehicles a few yrs ago. What did not make the press was that the State then signed a lucrative contract with Enterprise Rental Car for State employees to use when a State car was not subsequently available. DOTD's demand for rental cars was so high that Enterprise put an office in the parking lot nearby. State employee travel picked up significantly the following years as a result of having "better cars" available.

When under contract we finished nearly a year ahead of schedule. Because their idiot reviewing their contracts read at a fourth grade level, they had to pay us until the end. Rather than pretend to work for a year, we took a 10 month buy out with no overtime billed and moved on to the next job.

The state of louisiana had a choice to pay us to pretend to work for a year or pay us half and walk away.

To this day, I'm surprised they made the smart call in the end.

I smell a beauracrat, not many people knoe the details of that or know that it is currently going on again.

No way, no one in the private sector has ever made sure to use up their allocated budget. Not once in the history of ever.



When my father in law worked for BNSF railroad (he is retired now), he was a "special equipment operator" which means he was authorized to handle large scale epuipment like cranes and drag lines for them. When the yearly budget date was approaching he would be instructed to load almost everything in the Memphis hub rail yard into scrap cars. They would cut up 1/4 mile sections of rail and load in cars, new spikes in boxes, switches (costing over $25,000 each), barrels of grease...

It was a huge waste of money, but if they did not use the stuff then it would be removed from the budgeted money for them the next year. Then they would have a large derailment or a big storm would wash out a large section of track and because the budget had been reduced they would not have what they needed to repair the lines.
