Seriously though...

You have a lot of farmland, a massive mountain range, and a desert.

Kinda tough to develop.

What blow your mind even more is that there are still hundreds of thousands of acres as well as hidden areas in mountains that haven't been discovered yet.

Granted the usgs probably has it catalogued due to satallites butany areas humans haven't touched it, at least in recorded history.

It didn't. It becomes sparser as the terrain is less able to support massive populations. It was also, generally, settled later.

I've driven around there quite a bit and thought to myself "hey, this land is absolute shite to develop civilization on" and haven't questioned it since. Pretty clear to anyone with a brain.
