Why do so many people start off questions with "honest question"?

Are you admitting that most of your questions you ask are jokes and deceitful?

I see/hear it a lot. What is the linguistic purpose of this clarification?

I always took it to mean they wanted a no bullshite and blunt answer.

It doesn't make sense literally, but it's not like it's the first inconsistency in English.

It's not so bad. It's like saying, "Let me be blunt."

Far more offensive is saying you're "humbled" when in fact you're aggrandized, or punctuating every sentence with "Believe me" or prefacing with "Let me tell you the truth", sure tells that you're lying your arse off.

Do you seriously not understand why someone may start off with “honest question” when they are about to ask something they expect will be thought of as insincere/sarcastic?

Because people are sensitive puss is these days, so you have to both prepare them for a question they might wince at and let them know that you are asking in good faith.

Honest question, did this never occur to you as a possible answer?

Because they want you to verify that what they are thinking is a bad idea. They already think it is, but need reassurance.

Because it is typically used before a question that could be interpreted as disingenuous. In fact, it is often said sarcastically.
