Seems like a lot of money for permanent upkeep of something that would be utilized once every one or two years.

That is the downside of it, but I am sure there is a way to get use out of it. Maybe provide something that requires some type of membership. Like some type of rec center than can be easily converted when needed...

It's being used as a verb.. Someone is selling the building, therefore it is for sell. It's not a noun.. So sell is correct.

The thread about Cortana Mall reminded of something I thought about the other day. I was passing through a small town the other day and saw that one of those dollar store, stores shut down and the building was for sell.
For some reason I just thought that the building would make a good "community shelter". With all the hurricanes, floods and even tornadoes that South Louisiana has experienced over the years, every time there is a sudden need for shelter, it seems to be a chaotic process. Should communities (and not just in South Louisiana... I am talking about everywhere) have a specific place for shelter? Of course the downside is that the building wouldn't get used a lot. There might be 15-20 yrs or longer between times the shelter is actually needed so it could be used for something else to serve the community or do something to generate money that would go towards the upkeep, etc. Good idea? Bad idea? What?
Some communities do offer community shelters like for tornado threats, etc. Others towards Louisiana have shelters for things like Hurricanes. These hardened structures cost a lot of cash, require a ton of extra engineering and are required to be built to exacting standards.
Tornado shelters are often pre-fab and easy to set up within an existing building. the tradeoff is that they are incredibly small and designed for small numbers of people to be protected for small increments of time, which I believe really wouldn't jibe with your theory.
A Hurricane Safe Room can be built to help pre-position post-event assets like critical personnel (think cops and potentially national guardsmen for post-event security and first responder/lifesaving roles) or even just for critical local personnel who would be, "first in/last out," types.
These cost even more than pre-fabs, are often too costly to graft onto existing buildings while still providing adequate protection, etc.
The cost of building a hurricane safe room usually means communities have to go after grant funding to do it. The cost constraints usually limit the size of these rooms. There are several locally that have been built in places like Walker, St. Landry etc.
In Walker I believe the Hurricane Safe Room is a dual-use one that is at the ball fields and intended for specific public use when not being used as a safe room. It's intended to pre-position law enforcement/first responders during times of disasters.
In St. Landry, I believe their Safe Room was integrated into a stand-alone 911/Emergency Operations Facility for the Parish.
