Who to call in BR about someone dumping a dead Pittbull in yard

Huge Pit, looks like it was in a fight and someone just dumped it in out businesses yard over the weekend.
Who to call about this?
City services?
BRPD?
Animal Control?

What can the cops do about it, seriously. How in the world could they catch who did it. Even if you have video, it is very unlikely. Even more likely that the cops don't care at all.
