Who has the Right of Way in this driving scenario?

Driver A is making a u-turn (allowed) on a protected left green arrow.

Driver B is making a right turn on a right turn green arrow.

Yep. The U turn is supposed to yield. Instead they usually give a one finger salute.

Isn't it weird they'd both have green arrows at the same time? Don't think I've seen that

Here's the issue with that. Driver A isn't aware of the right turn arrow because of the direction they are traveling in. If there's no right turn arrow, Driver B does have to yield to all traffic.

In that scenario, Driver B.

Is the road 4-lanes or more? If so, they should each stick to their closest lane and it won't matter.

I used to have a problem all the time on a 2-lane divided boulevard, making a u-turn without a stop sign, and people turning right with a stop sign would never want to yield.

Best to play it safe for both drivers, but doesn't the actual law state that the U-Turn Driver would have to yield? I am not 100% sure.

It depends on the situation. What is driver A driving? Male or Female? If driver B is some blue collar guy driving a F250 he should have the right of way over an SJW driving a Prius.

To oncoming traffic, not to someone with a stop sign or red light.

The U-Turner has a green arrow, oncoming traffic is stopped, presumably.
