Maybe lions, plural, if hunting in a pack.

The Grizzly is much bigger and more powerful than any of the cats. A Griz can literally take a human's head completely off with one swipe. They could fatally injure a big cat with that same swipe.

Also, a grizzly has 10 inches of fat covered by thick fur.
A tiger has 4 inch claws.
A tiger's claws and teeth have no prayer of actually injuring a grizzly.

Grizzly is probably only catching a tiger and lion. Cats are fast as frick. Agile too.

A grizzly has too much fur and fat for a tiger's claws and fangs to get through to cause any mortal wounds.
The tiger has no such defense against the claws and teeth of a grizzly.

They are faster, have more agility, and have an instinctive jugular attack... they kill for a living after all
Bears are omnivores and would rather eat salmon and berries, than take down large game... they have less practice
