Not an electrician,just what I've heard.
Using that reasoning, particularly in square double gang boxes, why not mount them horizontally? I used to live in an older home that had all sideways outlets running right above the baseboard.
I understand most gang boxes don't have the set up to be mounted against studs with horizontal outlets, but it would seem like the safety strategy would still hold.

our recently purchased home has the outlets set as shown in #1.
I hate them. This is the first time I have ever seen a home with the outlets set like that. I find that several plugs want to fall out of the outlet when plugged in.
I have begun to slowly replace the outlets and install them in the orientation I like (#2)

Ground down. The only time I have them flipped is if they are a switchable lamp outlet.

This is what I have always done and heard. It makes it easy to figure out. But it is also an unwritten thing.

If your plug has a ground, it will stay in a receptacle better ground up
